Germany’s concerns over May polls part of Albert’s removal

MANILA, Philippines — A former diplomat floated two possibilities that might have prompted President Gloria Macapagal-Arroyo to suddenly replace the Philippine ambassador to Germany despite the constitutional ban on so-called “midnight” appointments.Prior to the removal of Ambassador Delia Domingo-Albert, Jose Apolinario Lozada said there had been discussions within the diplomatic circle Manila about a purported message from Germany, expressing “reservations” about the outcome of the May 10 elections on the Philippines.A former envoy to Austria, Palau, and the Holy See, Lozada said the supposed message expressed concern that the first-ever nationwide automated elections in the country might not turn out to be fair, honest, and credible.
