SENATORIAL CANDIDATE SONIA ROCO was once offered a “menu” of votes that she could pay for in order to win.
At the height of the 2007 senatorial campaign in Mindanao, her camp was approached by a group of men who claimed that they could rig the elections in their province, for a price.
“They had a menu for how much [a candidate would have to pay for needed votes],” Roco told Inquirer editors and reporters in a recent interview. “For example, if you are a senatorial candidate and you pay this much, you would get this many votes.”
