HOW can it happen that a shipment ordered by a government agency is also used to bring in an unmanifested and undocumented shipment
Fifty-two bags of ammonium sulphate, which could be used as fertilizer or as base material for explosives were discovered in a shipment of 77,000 bags of rice from Vietnam.
The entire cargo was brought in by the MV Trai Thien 66 from Ho Chi Minh City, Vietnam, which docked at the Bredco Port 3 in Bacolod.
