Does Comelec want credible elections?

Honest and credible elections should be Comelec’s primary objective. And sometimes they say so. But their actions say otherwise. At the Joint Congressional Oversight Committee on Elections (JCOCE) last December 17, the Comelec was requested by the JCOCE to react to the concerns raised by the AES Watch, Cenpeg, and representatives of the Management Association of the Philippines (MAP).

Two key concerns were: a) the need for the manual audit of more than one Precinct Count Optical Scan (PCOS) machine per congressional district prior to proclamation; and b) the need for transparency and auditability in the canvassing of votes.

The Comelec was instructed by the JCOCE to submit a written response by January 4. It’s more than two months after the January 4 deadline and the Comelec has failed to come up with responses that would give us some assurance of clean and honest elections.
