THE MANAGER of the firm that got the P690-million contract to supply “ballot secrecy folders” for the elections says he was surprised by the size of the order made by the Commission on Elections. He should be. His company, OTC Paper Supply, was asked to supply the Comelec with 1.8 million folders, enough to equip a total of 82,500 precincts with 22 folders per precinct, although there will only be 76,340 clustered precincts nationwide for the May 10 elections.
But whatever his reservations about the contract, the manager, Henry Young, kept to himself. If the Comelec wanted to order more folders than what it needed, he probably figured, why would he complain? His firm was getting more business, even if to anyone who was not involved in the transaction such an excessive purchase order would already suggest that some monkey business was being thrown into the bargain.
