JBC slams high court for midnight appointment ruling

MANILA, Philippines—Asserting its independence, the Judicial and Bar Council has assailed the Supreme Court's March 17 decision allowing President Macapagal-Arroyo to appoint the next chief justice during the constitutional ban on the so-called midnight appointments.
The collegial body headed by Chief Justice Reynato Puno told the Supreme Court it should have dismissed the petitions that would have the outgoing Ms Arroyo appoint Puno’s successor after the May 10 elections.
<p?The JBC said the petitions were “patently premature” because the JBC has not yet decided whether it would submit to Ms Arroyo a list of nominees for chief justice since Puno would retire on May 17.
