Villar above rules of Senate on disciplinary action

CHARGES against four members of Parliament in Britain for falsely claiming parliamentary expenses are rocking the foundations of the United Kingdom’s political system.

The political storm over the “dishonest claims” of the MPs involved three from the ruling Labor Party and one from the Tory Party.

The storm erupted at the same time that the Philippine Senate (an institution that has great pretensions as a bulwark of democracy) is split over a report of its top committee finding that one of its senior members, Manuel Villar, is guilty of unethical conduct in relation to the C-5 road extension project.

THE presidential race has really turned interesting now that the two top contenders—Noynoy Aquino and Manny Villar—are running “neck and neck,” as newspaper headlines put it.

If we must view presidential contests as horse races, then indeed it would seem Aquino and Villar are hotly contesting the presidency, now that the former’s previously “formidable” lead in public opinion surveys has been eroded to the point that the difference between him and Villar, in terms of public awareness and approval, is practically nil.

‘Minority boycotted term extension bills’

MANILA, Philippines – Sen. Miriam Defensor-Santiago said she joined the Senate boycott last Wednesday to block alleged attempts to pass two controversial bills and not to show solidarity with Sen. Manuel Villar, who could have faced censure from his colleagues in the majority for the C-5 road controversy.

The two bills seek to reorganize the Philippine Amusement and Gaming Corp. (Pagcor) and the National Telecommunications Commission (NTC).

“I am chair of the economic affairs committee, and I was never consulted on either bill. I would certainly have protested a vote on the floor this afternoon, because they have worrisome provisions,” she said.

Villar, Jr.’ “Representative Villar unequivocally said that he ‘incorporated in the landmark Comprehensive and Integrated Shelter Finance Act, Republic Act No. 7835, the recapitalization of the National Home Mortgage and Finance Corporation and the amendment to the Agri-Agra Law to include housing investment.’

Manny Villar’s appearance in the Senate last Tuesday did not lack for cleverness.

It was never meant to address the Senate, it was meant to address the media. Or more accurately, to address the public through the media. The conventional wisdom in national elections, more so now than ever, is that nothing you do or say means anything unless it is reported by the media. Jamby Madrigal might have screamed duwag, and Juan Ponce Enrile might have howled takot after Villar left before he could be challenged, but what did it matter to him? He had gotten maximum media exposure, he had pleaded his case before the public, he could leave his friends and allies in the Senate to pick up where he left off.

‘Boycott’ by Villar allies doom Senate vote on C5 mess

The Philippine Senate failed to come up with the numbers needed to act on a move to censure Senator Manuel Villar for reportedly amassing profits from a controversial road project.

Only 11 senators were present on Wednesday, the last session before the Congress takes a break for the May 2010 elections.

As a result, they failed to form a quorum, prompting the early adjournment of the session.

Thirteen senators are needed to vote on a Senate committee report that recommended the censure of Villar, a strong presidential contender, after it said that he amassed profits from a C-5 government road project.

Noynoy sees ‘unholy alliance’ between palace and Villar

The Arroyo administration and the camp of Sen. Manuel Villar Jr. are forming an “unholy alliance” for the May 10 elections, Sen. Benigno Simeon “Noynoy” Aquino III insinuated Wednesday.

Aquino made the statement after Pulse Asia released its latest survey results showing a further drop in Aquino’s ratings while Villar continues to inch closer to him despite the controversy hounding him in connection with the C5 road extension project.

In the latest Pulse Asia survey, only 2 percentage points separate Aquino (Liberal Party) from Villar (Nacionalista Party).

Madrigal’s ‘candidates’: It’s Aquino or Perlas

MANILA, Philippines—Had she not joined the May presidential derby, Sen. Ma. Ana Consuelo “Jamby” Madrigal said she would be supporting either Sen. Benigno “Noynoy” Aquino III or environmentalist Jesus Nicanor “Nicky” Perlas.Madrigal described Aquino, the Liberal Party standard-bearer, as a “gentleman” and “one of my friends” in the Senate.“But Nicky Perlas would be closest to my platform with regards to the environment. He is an environmental crusader. He also has a spiritual basis which I believe in,” she said in an Inquirer interview Tuesday.

Villar shows up at Senate, denies raps, then leaves

MANILA, Philippines – (UPDATE 3) Senator Manny Villar pulled off a surprise on Tuesday when he suddenly showed up at the Senate to deny the charges against him over the C-5 road project controversy.

But Villar, who stood up in the plenary and delivered a privilege speech, refused to entertain questions from his colleagues and left the session hall after his hour-long rhetoric.

“I stand before the Senate in defense of my name, my honor, my dignity against my accusers in the so called C-5 controversy. To set the record straight and to prove to the senator, who called me coward, na hindi ako duwag [that I am not a coward]. Wala pong duwag na taga-Tondo [No one from Tondo is a coward]!” he said in his speech.

Enrile insists there’s strong case vs Villar

MANILA, Philippines—Senate President Juan Ponce Enrile Monday night expressed confidence that Sen. Manuel Villar would end up in jail should the Senate report on the C-5 road project controversy be brought to court and the case handled by a good prosecutor.

Enrile began defending Committee Report No. 780, which seeks to censure Villar for his alleged improper and unethical conduct after the Senate majority bloc suddenly decided to take it up Monday night.

Senate Majority Leader Juan Miguel Zubiri announced on Sunday that the the report would be taken up today.

Villar fears insults from peers, says Ocampo

MANILA, Philippines—Sen. Manuel Villar Jr. has refused to face his colleagues in the Senate to explain his side on the C-5 road project controversy for fear of being disrespected on the floor, according to Bayan Muna party-list Rep. Satur Ocampo.

“I advised him to show up during the hearings. However, Villar is not used to questioning, especially by his [political] rivals,” Ocampo, who is running as guest senatorial candidate of Villar’s Nacionalista Party (NP), said in Sta. Rita, Pampanga, on Sunday.

“Baka bastusin lang ako diyan. Ayokong mangyari ’yon (They might show me disrespect and I don’t want that to happen),” Ocampo quoted Villar as telling him when he brought up the idea with the senator.

Senators to vote on C-5 report vs Villar on Wednesday – Zubiri

Members of the Senate majority bloc and allies of Senator Manuel Villar Jr. are expected to go head to head on Wednesday when they vote on the report seeking the censure of the embattled presidential aspirant in connection with the C-5 Road extension project controversy.

With barely a week before Congress ends session, Senate Majority Leader Juan Miguel Zubiri on Sunday said the Senate would tackle important pending bills on Monday and Tuesday before resuming discussions on the committee of the whole’s report.

JPE calls for conscience vote on C-5 deal report

MANILA, Philippines – Senate President Juan Ponce Enrile has called for a “conscience vote” by senators in the majority on the controversial Committee Report 780 before the third regular session of the 14th Congress adjourns this week.

Senate Majority Leader Juan Miguel Zubiri said he received instructions from Enrile over the weekend to schedule the voting for Committee Report 780.

The report recommends the censure of Nacionalista Party standard-bearer Sen. Manuel Villar Jr. and directs him to return P6.2 billion, which the government supposedly lost when roads were diverted to pass through his real estate properties in Las Piñas and Parañaque for the C-5 Road extension project. Villar has denied irregularities in the deal.
